PROJECT EXPERIENCE

SAM CONSULTING has only just established itself and is actively looking for new jobs. Richie Phillips does bring a wide range of project experience to the table for his clients. His experience has been developed over 24 years of working in environmental consulting for both private and government stakeholders. The type of projects below is a snapshot of what Richard has delivered over his career.
Environmental Impact Statements (EIS)

During his 24 year career, Richie has worked on numerous projects across Australia, the United Kingdom and, the Middle East. His experience includes projects requiring environmental impact assessment and planning approvals for:

  • Mining.

  • Waste management.

  • Rail and road infrastructure.

  • Wetland and estuary management.

  • Habitat creation.

  • Flood defense.

  • Gas/water/electricity infrastructure.

  • Port development.

Statement of Environmental Effects (SEE) and Review of Environmental Factors (REF)

Richie has prepared, delivered and project managed numerous SEE and REF documents during his career. In fact it is one of SAM Consulting's core strengths.

SEE documents are completed under Part 4 of the EP&A Act while REF documents are completed under Part 5 of the EP&A Act. Generally speaking, they are not as complex as an EIS but still require robust assessment under the EP&A Act, associated Legislation, Regulations, and Local Environmental Plans.

According to the scale and magnitude of a proposed development, the delivery of a SEE or REF can take anywhere between a month to a year.

Environmental Management Plans (EMP)

Richie has supported various companies over his career to prepare and deliver site specific EMP. His experience in this area has been on projects involving:

  • large road construction civil engineering projects

  • mininig projects

  • habitat creation projects

  • port expansions

One of Richie's strengths is onsite environmental management. Combined with his background in Landscape Engineering, Richie feels confident on a construction site and enjoys working with site personel to help them achieve excellent environmental outcomes during the construction process. Richie specialises in Erosion and Sedimentation Control Plans (ESCP) but actively gets involved with many other EMP.

Community and key stakeholder engagement

Richie has been involved in numerous projects where he has been a key team member delivering project information at community workshops.

Richie has also chaired project start-up workshops that generally include representatives from local, state and federal government departments.

Richie enjoys the public forum space. He aims to present his projects in an unbiased way using science and evidence to provide explanations for interested community members and stakeholders.
